Yes, you need to mix permanent hair color with hydrogen peroxide. The percentage/volume you need depends on your current color level and which color level you wish to have. 3% (10vol) is the same color level or a maximum of 1 shade lighter. 6% (20vol) is a maximum of 2 shades lighter (and for good gray coverage). 9% (30vol) is up to 3 shades lighter. 12% (40vol) is a maximum of 4 shades lighter (more suitable for bleaching powder than hair coloring due to yellow/orange glow effect of the hair).

Is your current color level 7 'Medium Blonde' and you want to dye your hair with 7.3 'Medium Blonde Gold' then 3% (10vol) is sufficient (7 is the same color level). Do you want to dye your hair with 8.1 and your current color level is 6.0, then use 6% (20vol) hydrogen peroxide (this is 2 shades lighter).
